The New Orleans Community Support Foundation, a supporting organization of the Greater New Orleans Foundation, is seeking a technical assistance contractor to support the planning and delivery of technical assistance for a new grantmaking initiative: Green Infrastructure for Justice in Southeast Louisiana.
OVERVIEW OF DESIRED TECHNICAL ASSISTANCE
The Foundation seeks a contractor to deliver high-quality technical assistance in grant writing, project development, grants management, budgeting, and reporting to community-based organizations and nonprofits in the Greater New Orleans area. The technical assistance will be delivered during the “pre-award” phase of the grant cycles –specifically during the application periods. All potential applicants to the Green Infrastructure for Justice program will be encouraged to participate. The contractor’s primary role will be to focus on Goal #2 of the initiative outlined below.
Leveraging its track record of environmental grantmaking, nonprofit capacity-building, and extensive relationships, the Foundation will distribute $1.75 million in grants to implement community-led green infrastructure projects in underserved communities at highest risk for adverse environmental impacts. Through grantmaking, as well as outreach, evaluation, and high-quality technical assistance, the Foundation will build community capacity to advance transformational and equitable adaptation and flood mitigation projects. These efforts seek to raise environmental awareness, strengthen community resiliency, and improve water management in communities most impacted by disaster and extreme weather.
The Green Infrastructure for Justice in Southeast Louisiana initiative will work toward the following goals:
- Increase the resiliency of Southeast Louisiana communities as a result of the implementation of at least 12 stormwater and flood mitigation improvement projects
- Ensure that at least 12 subawardees have improved their abilities to identify, successfully apply for, and effectively manage grants related to water quality improvement, and prevention, reduction, and/or elimination of pollution in vulnerable and underserved communities that are adversely and disproportionately affected by environmental and human health harms or risks
- Increase the number of individuals with improved understanding of environmental issues in their community

CONTRACTOR DELIVERABLES
The technical assistance contractor will:
- Develop a detailed work plan and schedule for delivering pre-subaward technical assistance during both grant cycles
- Design a comprehensive framework for all training that includes virtual and in-person training, webinars, and other learning events to be delivered over both grant cycles.
- Develop and deliver pre-subaward technical assistance including at least fourteen (14) of the following: virtual training sessions on grant prospecting, grant writing, reporting, and financial management; in-person training sessions, particularly in rural communities, to offer information on the application process; and webinars and office hours with Foundation staff to address specific questions from applicants. This will be broken up over two grant cycles.
- Provide tailored technical assistance to subawardees on strengthening their organizational capacity to apply for, manage, and deliver on future grants from government and private funders.

QUALIFICATIONS
The ideal technical assistance contractor for this program will possess a combination of experience, expertise, and skills in nonprofit capacity building, and grant management. The following qualifications are required:
- Proven experience designing and delivering technical assistance and capacity-building training for nonprofit organizations, particularly in the areas of securing and managing grants. Knowledge of green infrastructure, nature based solutions, and environmental issues in Southeast Louisiana preferred.
- Demonstrated ability to design and deliver virtual and in-person training sessions, webinars, and workshops tailored to the unique needs of nonprofit organizations seeking grants, with a focus on underserved or rural communities.
- In-depth knowledge of grant application processes and managing competitive grant proposals, particularly for federal funding, as well as financial management of secured grants.
- Ability to facilitate discussions, lead group coaching, and provide individualized support to nonprofit leaders and their teams.
- Ability to work effectively in diverse communities, demonstrating cultural competency in engaging a variety of stakeholders.
Preference will be given to qualified applicants located in Greater New Orleans, Gulf Coast Region, or qualified applicants who can partner with a qualified local entity.
PROPOSED BUDGET
The Foundation’s target budget for this effort is a maximum of $25,000 total over two years. Value will be a criterion in selecting a contractor.
PROPOSALS MUST
- Contain a cover sheet
- Be signed by a person authorized to contract for the selected technical assistance contractor and for the signature should be included
- Describe your approach to producing desired deliverables, highlighting how your competencies align with the project and how you approach working with diverse communities.
- Outline a high-level timeline of proposed activities, with cycle 1 being May 2025 – July 2025 and cycle 2 being May 2026 – July 2026.
- Include three references of clients for whom the contractor has conducted related projects with contact information and short descriptions of the relevant projects.
- Provide a budget for proposed activities
- Be limited to 10 pages.
- Append one to three samples of past work product from similar projects – samples can be from projects done for listed references and appendixes do not count toward page limit.
SELECTION PROCESS
A Selection Committee comprised of Foundation staff will rate proposals based on the criteria listed below. Interviews may be conducted with those submitting the highest scoring proposals to help determine selection.

REQUEST FOR PROPOSALS FOR ECONOMIC DEVELOPMENT & PLACEMAKING STRATEGIC PLANNING
General Information
The purpose of this request is to obtain proposals from qualified organizations interested in working with the Greater New Orleans Foundation (The Foundation) and BioDistrict New Orleans (BioDistrict) to assist BioDistrict in developing and implementing a strategic plan that encompasses both economic development planning and placemaking strategies.
Background
BioDistrict New Orleans was established in 2005 as a state-created economic development district (with taxing and bonding authority) that is charged with the responsibility of growing both the programmatic and physical development components of the biosciences sector of the New Orleans economy. The BioDistrict is strategically positioned to include portions of New Orleans’ downtown and the academic medical campuses of LSU, Tulane University, Xavier University and Delgado Community College. Additional assets within the BioDistrict include the VA Medical Center, University Medical Center, the Louisiana Cancer Research Center, Ochsner Health Systems Administrative offices, and the New Orleans BioInnovation Center.
The BioDistrict board is comprised of appointees of state and local government, higher education, and business leaders. The BioDistrict and the City of New Orleans have entered into a Cooperative Endeavor Agreement that allocates growth in sales tax revenue to BioDistrict for operations, programming, and investment.
The BioDistrict vision is that:
- The BioDistrict will be a hub for healthcare industry anchors, world class research, technology startups, and small businesses.
- The BioDistrict will be a robust and supportive innovation ecosystem that includes research universities, incubators, accelerators, venture capital, and other support services.
- The BioDistrict will include housing, retail and commercial and recreational spaces to support a live-work-play environment.
- The BioDistrict will be inclusive and diverse. The diversity of talent, skills, and perspectives will foster creativity and innovation and build wealth for residents of New Orleans, and access to good jobs in the BioDistrict will be enabled by high-quality workforce training, affordable housing, and reliable public transit.
- The BioDistrict will make community engagement a priority to ensure the district’s benefits are shared broadly.
Project Overview
Working on behalf of the Foundation and for the benefit of the BioDistrict New Orleans, the selected vendor will:
- Conduct an analysis of the current economic landscape within the footprint of the BioDistrict and identify opportunities and challenges for the success of the BioDistrict.
- Conduct stakeholder engagement activities, including interviews with key stakeholders, including community members and neighborhood organizations, local public officials, businesses, universities, community colleges, and other relevant entities to understand priorities and concerns of community members and to map assets, including research strengths, industry partnerships, existing collaborations, etc.
- Conduct a best-practice review of successful Innovation Districts including case studies and benchmarking analysis, to inform the strategic planning process.
- Review the BioDistrict’s 2014 Strategic Plan as well as the Greater New Orleans Foundation’s 2018 Spirit of Charity Innovation District plan.
- Develop a comprehensive strategic plan that includes:
- a clear vision, strategic goals, measurable objectives, and actionable implementation steps
- strategies for programming and investments that will spur life science and technology, driven economic growth in the BioDistrict, and specific place-making plans, strategies, and investments to support the development of a dynamic and inclusive BioDistrict that provides opportunities for all.
- Provide recommendations on governance structure, funding models, and organizational partnerships, relationships with community members and neighborhood associations, for the successful implementation and management of the BioDistrict.
RFP Process and Response Format
Submitting firms are required to email completed addendums to their proposals by 5:00pm CST on May 23, 2023.

The Greater New Orleans Foundation reserves the right to select more than one, or none, of the organizations or firms submitting proposals and to select proposals in whole or in part.
The Greater New Orleans Foundation anticipates selecting a partner firm by June 2, 2023.
Timeline
- The Foundation will seek to secure at least three proposals in response to this RFP.
- Proposals are due no later than 5:00pm CST, May 23, 2023
- Proposals will be evaluated immediately thereafter. The selection committee will be comprised of stakeholders appointed by the Greater New Orleans Foundation.
- Potential Agency Interviews/Presentations could be requested to take place between May 30-June 2, 2023.
- Candidate firms will be notified by June 2, 2023, if they have been selected.
- Work on the project should begin immediately after contract signing and all costs must be invoiced.
Contract Terms
The Greater New Orleans Foundation will negotiate contract terms upon selection. All contracts are subject to review by Greater New Orleans Foundation’s legal counsel, and the project will be awarded upon signing of the contract which outlines terms, scope, budget, timelines, and other necessary items. The Greater New Orleans Foundation may cancel or modify this solicitation at any time at will, with or without notice. This request for proposals and any relevant discussions or evaluations by anyone creates no rights or obligations whatsoever.
Disadvantaged Business Enterprises (“DBE”)
A successful proposal will incorporate local and/or DBE firms to perform meaningful aspects of the project to produce a strategic plan that is tailored to BioDistrict New Orleans’ and the unique needs and desires of its stakeholders and community. Meeting the 35% goal for DBE participation, consistent with the public policy of the City of New Orleans, will be a key criteria used in evaluating proposals.
Performance
The individual or firm contracted will be subject to monitoring, by the contract monitor, if it is determined that the individual or firm has misrepresented themselves and is not competent to perform the task this will result in a termination of the contract.
Termination may also be for serious misconduct, habitual neglect of duty or incompetence, conduct incompatible with the technician’s duties or prejudicial to the region’s business, lack of responsiveness to the BioDistrict New Orleans, and/or willful disobedience of Greater New Orleans Foundation directives.
Timing and Budget
The budget for this scope is up to $300,000. The expected time period of the contract is from June 2, 2023 to December 31, 2023, with potential for extension or scope expansion based on need, performance, and availability of funds.

- (40 points max) A descriptive outline of your approach to meeting the aforementioned project objectives. Please make sure to include:
- A brief discussion of how your proposed approach will achieve the project objectives.
- The timeline for the implementation of your approach. All proposed deliverables must be provided by December 31, 2024.
- (20 points max) An overview of your firm’s capabilities and experience, particularly those that demonstrate your abilities to execute on your proposed approach. This overview must also include:
- Any relevant experience the firm has performing similar projects for public and private sector clients. Please provide links or attachments of similar work.
- (20 points max) Resumes of your team members who will be involved in this project which includes their relevant experience, proposed role, and anticipated hours of work.
- (10 points max) Any external partners, especially DBEs, who you plan to involve in this project and their capabilities and relevant experience.
- (10 points max) A cost proposal and proposed budget outline, indicating anticipated hours and scope for each participating team member. Cost will be scored separately, after the selection criteria reviews all substantive submissions.

REQUEST FOR PROPOSALS FOR WORKFORCE MODEL ANALYSIS, DEVELOPMENT, AND IMPLEMENTATION
General Information
The purpose of this request is to obtain proposals from qualified organizations interested in working with the Greater New Orleans Foundation (The Foundation) and the Sewerage and Water Board of New Orleans (SWBNO) to assist SWBNO in developing and implementing an optimal workforce model designed to support a high-performing utility workforce that is skilled, committed, inspired, rewarded, engaged, and accountable.
Background
The Sewerage and Water Board is a state-created utility whose 1,200-person workforce provides drinking water, wastewater, and drainage services to New Orleans’ residents and visitors. Considered “essential employees,” SWBNO’s staff works 24 hours a day, 365 days a year to ensure that critical citywide services are uninterrupted – even in the face of the COVID-19 pandemic and extreme weather events, such as Hurricane Ida.
Despite its status as a state entity, the Sewerage and Water Board is, by law, a participant in the City of New Orleans’ Civil Service system. The Civil Service system, originally designed to protect public servants from political influence, has developed over the years into an organization more akin to a human resources department for all City of New Orleans employees and SWBNO staff. Through a robust system of rules and regulations, the Civil Service Commission and staff govern employee salaries, job classifications, hiring qualifications, promotions, discipline, and termination. SWBNO operates within the structure of these rules and regulations, with little to no policy-making authority to develop or adjust policies related to these issues.
Additionally, workforce challenges are myriad, for SWBNO and the water utility industry generally. Nationwide, one-third of the water sector workforce is eligible to retire within the next ten years, and technologies are increasingly advanced, which means that the workforce of tomorrow will look very different from the workforce of today in terms of skills and competencies. Anecdotally, one well-regarded water utility reported this year that it experienced a 90% turnover rate in its engineering department. SWBNO is tracking these trends: more employees are retiring, and recruiting and retention efforts are less successful than they have been in the past across the utility based on inability to offer competitive salaries and promotions.
The SWBNO has found that working within the structure of the Civil Service System as it currently functions has challenged the utility’s ability to be flexible and adapt to changing economic and industry conditions. Despite partnership and efforts to maximize autonomy under the existing rules and regulations, SWBNO believes that it needs a system that supports its ability to act as the unique utility that it is rather than a more typical City agency. For example, SWBNO believes that utility-specific job descriptions, market-based salaries, merit-based performance policies, and targeted job training in water industry topics would significantly help support its current workforce.
SWBNO’s goal is to create a high-performing utility workforce that is skilled, committed, inspired, rewarded, engaged, and accountable. To do that, the utility must operate under an organizational structure that fosters
successful employees and utilizes staff in the most effective manner possible. To get there, SWBNO requires support from an independent firm to evaluate differing workforce models, determine the most optimal structure for the utility, recommend a path forward, and develop implementation plans for the selected model.
Project Overview
The selected firm will work closely with the Foundation and SWBNO to identify, develop, and assist in the implementation of a workforce management model that fosters a high-performing workforce and utilizes staff in the most effective manner possible. To achieve that goal, the firm should:
- Become familiar with SWBNO’s current workforce model under the Civil Service system and identify challenges and opportunities to supporting optimal utility workforce management under the current model;
- Identify and research additional workforce model options, including but not limited to state and local civil service systems, or other models utilized by high-performing utilities;
- Consult with SWBNO to identify the models most likely to benefit SWBNO;
- Analyze and compare the structures, features, feasibility, legal/legislative requirements, and potential costs of such workforce models;
- Provide the Foundation and the SWBNO with a final report based on the research, analysis, evaluation, and comparison of the identified workforce models, and recommend the model, or combination of models, that would be most likely to support and promote a utility-wide workforce that is skilled, committed, inspired, rewarded, engaged, and accountable;
- Develop an SWBNO-specific workforce structure based on the recommended model (and acceptance by SWBNO) that is tailored to the needs of the utility;
- Based on SWBNO’s feedback, develop an implementation plan and work with the utility to successfully transition into the recommended structure; and
- Engage SWBNO employees throughout the project to elicit feedback on recommendations, consider support (or lack thereof) for proposed models, and incorporate input into final recommended model and implementation plan.
