THE UNIFIED NEW ORLEANS PLAN
The Unified New Orleans Plan (UNOP) was the public-private planning process established by GNOF at the request of the New Orleans Mayor, City Council, and City Planning Commission. On May 22, 2007, the City Planning Commission adopted the 400+ page recovery plan and will next be reviewed by the City Council as part of the City’s ratification process. In addition to reflecting the public’s priorities for housing, schools, neighborhood safety, and broader issues of equity, UNOP includes essential baseline maps and other critical demo- and geographic data.
UNOP was intended to address New Orleans’ infrastructure needs, as well as neighborhood land-use and repopulation strategies, while synthesizing myriad independent grassroots planning efforts. The plan’s completion brings New Orleans into compliance with the Louisiana Recovery Authority mandate that every hurricane-damaged parish complete a comprehensive recovery and rebuilding plan.
Working in partnership with America Speaks, the planning process behind UNOP included a broad spectrum of current residents and some of the estimated 200,000 New Orleanians living within the “Katrina Diaspora.”
